The Energy and Global Security directorate is seeking a divisional Financial Analyst for support of the Strategic Security Sciences (SSS) and Decision and Infrastructure Sciences Divisions (DIS). This role will respond to requests for budgetary and accounting information from a number of stakeholders including DOE, Laboratory management, EGS Directorate, Division Management and programmatic staff. The work to provide the information often involves complex financial analyses. The ability to synthesize data and draw conclusions. Prepares or manages the preparation of monthly, routine and ad hoc financial reports and analyses including trend analyses. Prepares financial data for reviews and presentations. Builds and manages relationships with DOE and non-DOE research sponsors. Knowledge of Workday is required.

The selected candidate will be placed at the appropriate level (PA3 or PA4) dependent upon depth and breadth of relevant knowledge and skills brought to the position, as well as the amount of relevant experience.

Responsibilities include, but are not limited to:

  • Perform complex financial analysis and cost control functions; research and synthesize data; identify trends, draw conclusions; develop solutions; present and implement recommendations, and create follow up analysis.
  • Develop complex financial modeling and forecasting scenarios for short and long-range planning and analyses.
  • Recognize implications; provide guidance on financial policies, procedures and requirements.
  • Develop regular and ad hoc reports of complex financial data; identify and resolve unique issues with substantial significance.
  • Provide consulting advice to assigned areas and external sponsors and stakeholders on matters involving complex financial subject matter expertise including proposal development.
  • Maintain broader organizational perspective in decision making.

Knowledge, Skills and Abilities:

  • Bachelor’s degree or equivalent with 4+ years of related experience.
  • Advanced knowledge of budget management, financial analysis, financial modeling and basic accounting principles.
  • Advanced proficiency in business applications, financial modeling and forecasting.
  • Skills in managing and querying databases to run reports via access and/or excel.
  • Knowledge of program/divisional financial activities.
  • Knowledge of indirect and direct allocation and full cost recovery budget and financial procedures.
  • Knowledge of Strategic Partnership Projects.
  • Knowledge of proposal documentation and flow.
  • Analytical and quantitative skills and ability to organize and manage financial situations.
  • Ability to work under limited direction to accomplish objectives.
  • Ability to establish and maintain effective working relationships.
  • Strong communication skills.
  • Ability to work under tight deadlines and quick turnarounds when necessary.

PA4 Grade Level: (Sr. Financial Analyst)

Responsibilities include, but are not limited to:

  • Perform highly analytical, complex financial and cost control functions; prepare or review and approve complex transactions.
  • Manage the assigned areas financial budgeting, planning, spending and forecasting.
  • Develop highly complex financial modeling and forecasting scenarios for short and long-range planning and analyses for financial reporting and presentations.
  • Perform root-cause analysis and synthesis and propose creative solutions.
  • Lead multiple complex, high-visibility process innovation projects.
  • Remove obstacles; utilize strategic analysis of interrelationships of financial processes and ensure compliance.
  • Assess client and business needs; identify risks, solutions and strategies.
  • Represent areas needs to client group(s) and leaders; serves as subject matter experts on diverse matters. Provide divisional input into directorate-level and lab-level initiatives.

Knowledge, Skills and Abilities:

  • Bachelor’s degree or equivalent with 6+ years of related experience.
  • Extensive knowledge of budget management, financial analysis, financial modeling and basic accounting principles.
  • Expert proficiency in business applications and financial modeling and forecasting.
  • Ability to work independently to accomplish objectives.
  • Advanced communication skills.Knowledge ofprogram/organizationalfinancial activities within the Department of Energy context at Argonne National Laboratory.
  • Knowledge of indirect and direct allocation and full cost recovery budget and financial procedures.
  • Knowledge of DOE, DOE-CH and ANL-OCF organizations to establish contacts required on programmatic and budgetary issues.
  • Knowledge of Strategic Partnership Projects.
