Argonne National Laboratory Nonproliferation Policy Specialist in Lemont, Illinois

Basic Purpose

Provide policy expertise and support to Department programs in areas related to national security and nonproliferation of WMD-related technologies. Provide project implementation, research and analysis support for international nonproliferation engagement and nonproliferation policy programs, with a particular focus on counter-proliferation finance and implementation of legal/regulatory frameworks relevant to nonproliferation. Support management of relationships with National Nuclear Security Administration and Department of State sponsors. Assist in facilitating and coordinating trainings, meetings and projects virtually, on site at Argonne, or in foreign countries as assigned. Lead and contribute to analyses and reports on nonproliferation policy areas, including international law. Support development of nonproliferation tools and resources.

Position Requirements

Knowledge, Skills and Experience

  • Knowledge of U.S. and international nonproliferation, export control, nuclear safeguards, and/or counterproliferation finance policies and regimes.

  • Knowledge of international law and legal/regulatory frameworks relevant to implementation of international nonproliferation treaties.

  • Experience working in an international setting or with foreign partners.

  • Knowledge of National Nuclear Security Administration and/or Department of State programs and activities.

  • Knowledge and experience working in DOE National Laboratory complex.

  • Experience organizing and leading training workshops or other capacity building engagements.

  • Ability to conduct legal research and analysis involving international law and related topics.

  • Experience drafting proposals related to nonproliferation.

  • Background in law, engineering, international relations or foreign affairs.

  • Experience coordinating and leading projects.

  • Proficiency in counter-proliferation finance and counter-terrorist financing preferred.

  • Proficiency in a WMD-related technical area (e.g., biology, chemistry, missile technology, or nuclear engineering) preferred, but not required.

  • Organizational skills and the ability to solve problems independently.

  • Oral and written communication skills and interpersonal skills.

  • Familiarity and experience with web applications, databases, and analytical tools.

  • Skills on PC systems using word processing, presentation, and other typical office software applications.

  • Successful applicants for this position must provide proof of U.S. citizenship, be able to successfully obtain a "Q" security clearance, and pass a drug test prior to employment.
